Real estate transfer tax is due when the deed records
Maine imposes a real estate transfer tax on most taxable conveyances under 36 M.R.S. 4641-A. Maine Revenue Services states the base rate as $2.20 for each $500 or fractional part of $500 of the value transferred, split one-half on the grantor and one-half on the grantee. For transfers on or after November 1, 2025, value above $1,000,000 also carries an additional $3.80 for each $500 of that excess. County Registries of Deeds collect the tax with the deed. Your purchase agreement can assign which party covers each closing line.
How the assessor valuation differs from a cash offer

Shoreland zoning sits with the municipality and DEP
Under Maine Mandatory Shoreland Zoning Act, municipalities must regulate land use in the shoreland zone - generally land within 250 feet of great ponds, rivers, tidal waters, and certain wetlands, and within 75 feet of certain streams.
